Huppert Marketing & PR offers a full range of marketing and communications services tailored to government agencies, public utilities, and mission-driven organizations. Every engagement is customized to the needs of the organization — I don’t offer one-size-fits-all packages.

How do engagements typically work — do you offer project-based or ongoing support?

Both. Some clients come to me with a specific project in mind — a website redesign, a crisis communications plan, or a campaign launch — and we work together on a defined scope with a clear beginning and end. Others prefer ongoing retainer support for day-to-day communications needs. I’m flexible and happy to structure an engagement in whatever way works best for your organization. Every relationship starts with a free consultation to understand your needs and determine the right approach.

Can you work alongside my existing communications team?

Absolutely — and this is one of the most common ways I work. Many government agencies and utilities have internal communications staff but need additional capacity, specialized expertise, or senior-level strategic support for specific initiatives. I’m comfortable stepping in as an extension of your team, collaborating with your staff, and working within your existing processes and brand guidelines. I’ve spent my career inside public agencies, so I understand how to work effectively within those environments.

How much do your services cost?

Pricing depends on the scope, complexity, and duration of the engagement. Project-based work is scoped and priced individually, while ongoing retainer support is priced based on the level of service and time commitment involved. I’m transparent about costs from the first conversation — there are no surprises. Do you require long-term contracts?

No. I don’t believe in locking clients into long-term contracts. Project-based engagements are scoped with a defined timeline, and retainer arrangements typically operate on a month-to-month basis after an initial period. My goal is to earn your continued business by delivering results — not by holding you to a contract.

What makes you qualified to work with government agencies and utilities?

I’ve spent the majority of my 25+ year career working inside public agencies and utilities, including SMUD, Placer County, and the Northern California Power Agency. I understand how these organizations operate — the approval processes, the public accountability, the community expectations, and the political dynamics — from the inside. I’m also a 2019 CAPIO Award winner for Internal Communications, recognized by the California Association of Public Information Officers. That combination of hands-on experience and professional recognition is what sets me apart from generalist consultants.

Do you have experience with crisis communications?

Yes — and it’s one of my core areas of expertise. I’ve developed and executed crisis communications plans for public agencies and have firsthand experience managing communications inside an Emergency Operations Center. I answered the phone lines when the River Fire hit Placer County. I’ve led crisis and emergency communications on social media for a regional utility serving 1.5 million customers, managing messaging across multiple channels under high-pressure conditions. I help organizations build crisis communications plans before they need them — because the worst time to develop a plan is in the middle of a crisis.

Have you worked with public agencies that have strict procurement requirements?

Yes. I understand that government agencies and public utilities often have formal procurement processes, vendor registration requirements, and approval workflows that differ significantly from those in the private sector. I’ve navigated these processes throughout my career and am comfortable working within them. If your organization has specific procurement requirements, I’m happy to discuss them during our initial consultation.

Are you familiar with the communications challenges specific to public utilities?

Very much so. I spent more than three years at SMUD — one of California’s largest publicly owned utilities — leading social media strategy and managing communications programs. I understand the unique challenges utilities face, including communicating rate changes, managing outage communications, building community trust, navigating regulatory environments, and responding to public scrutiny. That insider experience means I can get up to speed quickly and deliver work that reflects a genuine understanding of your environment.
